ICPE, loading safety protocol, internal emergency plan: the requirements for your visitors

Access to installations, loading and unloading, external contractors or emergency situations: on materials, recycling and treatment sites, several obligations and prescriptions apply directly to the external people present on site.

1. Frame loading and unloading operations

   Loading and unloading operations are covered by a safety protocol (protocole de sécurité) which replaces the prevention plan. On the host company side it includes the site rules, access and parking arrangements, the traffic plan and the emergency resources.

2. Handle regular rotations without starting over each time

   When the same companies carry out repetitive operations, one protocol can remain applicable as long as the conditions of the operation do not change significantly.

   Set the validity period of your safety induction. A regular driver only repeats what needs renewing, and a modified rule can be presented again.

3. Control access by external people

   Depending on the activity and the prescriptions applicable to the site, the French ICPE orders may require that people from outside the establishment have no free access to the installations.

   Identify each person on arrival, their purpose and their contact, and keep the check-in and check-out times. Anghello complements your physical access control, it does not replace it.

4. Have a reliable list during emergency plan drills

   Where an internal emergency plan (plan d’opération interne) is prescribed, it defines the organisation and resources planned in case of an incident and must be tested at intervals not exceeding three years.

5. Take external contractors into account in your organisation

   For the establishments concerned, the safety management system must identify the staff of external companies who may be involved in preventing or handling a major accident, and specify how the interface with them works.

   Identify your external workers by name, with their company and their host, and present them with the necessary rules before they enter the site.

6. Prepare the work of external contractors

   Before an external contractor starts work, a joint inspection of the premises, installations and equipment concerned must take place to organise the prevention of co-activity risks.

7. Pass your environmental requirements on to contractors

   Depending on your environmental management system, some requirements related to activities entrusted to providers and to emergency situations must be communicated to the people concerned.

8. Measure the travel linked to your visitors

   Visitor and contractor travel may be part of the indirect emissions you report, and calls for reliable activity data.
